i am a disabled american veteran 56 years old with various health issues who is very overweight in need of a low impact way to lose weight and i do not have any money to spend

You might call your local Y - they often have low cost memberships and classes in the pool for a variety of levels and needs. You might also check with the local VA reps in your area and ask about what services they can hook you up with.

I know in my town, one of the Workout clubs has an indoor pool and an indoor therapy pool. You can purchase a book of tickets that cover a number of sessions in the pool/therapy pool.

Also if your doctor feels that your condition warrants aqua therapy, it may be covered by you health benefits through the VA or other sources.
