For low income elderly.

Call your local Agency on Aging and ask them if they know of an Elder Law Attorney who would take low income clients.

Is there a specific reason you want a trust? You might just need a will.

Our city's Senior Center had an Elder Law attorney as a referral. No fee but donations accepted. We had 1 appointment with him and the will was ready in 2-3 weeks. He kept no paperwork or files, that was our responsibility. Glad I kept my copy safe as Mom tore up the first 3 pages of hers! I don't know if they're available to do trusts.
