There are conditions that must be met.
A veteran cannot receive both Aid and Attendance and Housebound benefits at the same time, but they can receive a penion and ONE of these benefits. The paperwork is extensive and you'll have to provide many documentation. Once submitted the benefits if granted are retroactive to applying because processing can easily take 6 mos. I don't recommend doing it yourself because IF THERE IS AN ERROR in the application, lacking proper documentation, or not completely filled out, you have to start all over and it is not considered retroactive anymore since it was wrong. CONTACT your LOCAL V.A they have staff that will help you. I hope this helps.

If your dad (or mom) is a veteran that served at least 1 day during war time, they may be eligible for VA Aid and Attendance which will help cover the cost of assisted living residence or in-home care. You can contact your local VA office or look in the local directory for a VA Aid and Attendance office (many times there are people within financial planning organizations that provide application assistance). It is a free call and worth it -- they could be eligible for up to $1949..

Are you saying you have your dad who is 89 and your mom who is 79 living with you in your apartment, and that you have to pay for caregivers 24 hours a day, 7 days a week? If that is the case, you might have to contact a local senior center in your area. Maybe they can direct you to people who can help. Have you looked into senior day care?
