There is probably a state agency, such as office of aging that oversees and provides regulations. Also, the ALs I have been to all have 800 numbers posted for an ombudsman. The contract papers signed upon admission may also have the 'bill of rights' as we see them called elsewhere. If you tell us more about what is going on you may get insight or experiences of posters from this site. Also, the state of residence may help.
