We contacted the scooter companies directly and they were really helpful. They know how to get medicare to pay.

As others have said a doctor needs to order it as a medically necessary.
I would not order one on line at least until some have been tried so that the right "fit" can be ordered. Kinda like buying a car and not test driving it.
If your husband is a Veteran the VA may provide one and you would not have to worry about Medicare billing.

You need an order from your doctor like said. If there is a Durable equipment store near you, they may have them in stock or can order you one. They will do the Medicare billing. Personally, I would want to make sure the scooter is a good fit before ordering.

Medicare would need confirmation from his doctor that the scooter is medically necessary. The doctor's office could even take care of ordering it for your husband.
